Tad Ferris

Richard (“Tad”) Ferris is Senior Counsel at IGSD, and Vice Chairman of the Board at the International Fund for China’s Environment.

Previously Mr. Ferris was a partner in private practice focusing on international and Chinese law and sustainability policy. He also was General Counsel to the China Environment, Health and Safety (EHS) Roundtable, an organization dedicated to advancing EHS and sustainability compliance leadership in China and elsewhere around the world. Mr. Ferris began his professional career as Asia Program Manager at the Center for International Environmental Law, working with IGSD’s President Durwood Zaelke.

His work has involved non-State actor capacity building and issues involving products, raw-materials, energy efficiency, hazardous substances, and health care in the Asia-Pacific region, including China, Japan, S. Korea, Vietnam, Cambodia, India, and the Philippines, as well as transboundary issues involving public policy advocacy and compliance leadership in these areas in Europe.

Mr. Ferris is the editor and author of numerous articles and book chapters, including Environmental Laws and Regulations in China and Rules of [the] WTO (Chinese-English), co-edited with the Department of Law and Policy of China’s national environmental protection administrative authority, co-author of the China Chapter (with Steve Wolfson of the US EPA) of A Practitioner’s Guide to the Laws of the Planet (American Bar Association, 2014) and author of the China Chapter of REACH’s Impact in the Rest of the Word (Oxford University Press, Dr. Lucas Bergcamp, ed, 2013).

Mr. Ferris is a graduate of Duke Law School, with both J.D.  and LLM degrees. He also has a Master’s Degree in East Asian Studies (with distinction in Chinese Economics) from George Washington University Elliott School of International Affairs. Mr. Ferris speaks multiple languages, including Mandarin Chinese, Japanese, and French.

He received 2007 and 2016 Outstanding Contribution Awards from for his efforts to  train young professionals in China in the public-interest sphere and otherwise to promote environmental protection in China.
