Sebastian Luengo is a Law Fellow at IGSD, where he is focusing primarily on just transition and strategic climate litigation efforts worldwide, including the advisory opinion before the Inter-American Court of Human Rights on the Climate Emergency and Human Rights
Before joining IGSD, Sebastian practiced environmental law in Chile, where he litigated before environmental and higher courts and advised on numerous Environmental Impact Assessments. He also served at the Chilean Ministry of the Environment, specializing in water quality standards and the climate change framework law. Sebastian worked as a Visiting Attorney at the Environmental Law Institute in Washington, D.C., and as a Fellow at UNEP’s Frontiers in Environmental Law Unit in Nairobi, Kenya.
Sebastian holds a J.D. and LL.M. in Regulatory Law from Pontificia Universidad Católica de Chile. He also earned an LL.M. in Environmental and Energy Law from Georgetown University, where he was a UNEP-Georgetown Global Environment and Sustainability Fellow. In 2024, he completed a S.J.D. at Georgetown, focusing on international environmental and energy law. Sebastian also has taught law courses at Pontificia Universidad Católica de Chile, Universidad Diego Portales, and Georgetown University.
